Announcement of the next Council Meeting: Warszawa, Poland

Minutes

1. Welcome by the President

Tony Mathie opened the meeting and welcomed the members of the council.

2. Approval of the Agenda

Agenda was approved.

3. Determination of Quorum

The president announced the roll call to determine the presence of the countries and its member organizations. 26 of 44 member organizations were present.
The quorum should be 2/3 x 43 (1 member had not paid their dues) = 28.
The quorum was not reached due to the rather large group of members which never show up.
The council agreed to proceed with the meeting.

4. Bylaws Changes

Job Metsemakers presented changes to Wonca Europe bylaws, article by article:
• Changes of the article 3 – accepted by the council
• Changes of the article 6 – accepted by the council
• Changes of the article 7 – accepted by the council with one remark – it should include the proxies
• Changes of the article 11 – accepted by the council
Bodossakis Merkouris made a remark about the “non existing members” – which do not show up or have not paid their membership for a longer period. The EB will take action to that point.
His proposal to flip a coin instead of the casting vote of the president was not accepted.

5. Ratification of the decisions taken in Cancun Council

The decisions were ratified.

6. Election Vice President

The Iceland College of General Practitioners appointed Gisle Roksund from the Norwegian College to be the proxy and to vote on their behalf.
The nominating committee accepted both nominations. At the last moment papers were submitted by one party which never were received by the secretariat. The nominating committee made it clear that in future they would be stricter. The council accepted the advice from the nominating committee.
Both candidates, Anna Stavdal and Christos Lionis, addressed the council.
After the election procedure, Anna Stavdal was elected for the Vice President of the Wonca Europe Executive Board for the period 2010‐2013.

7. Statutory Committees

Job Metsemakers presented the candidates for the statutory committees of Wonca Europe.
The following members were appointed:
• Nominating Committee (Arno Timmermans, Joao Carlos, Anna Stavdal)
• Finance Committee (Carl Steylaerts, Tony Mathie, Leonas Valius, one candidate from the council to be named by Carl Steylaerts, the treasurer).
• Membership Committee (Job Metsemakers, Janko Kersnik, Jose Miguel Bueno Ortiz)
• Bylaws Committee (Gisle Roksund, Amanda Howe, Bodossakis Merkouris, Tony Mathie)

8. Approval of the Council Minutes, Cancun, May 2010

Minutes were approved.
Matters arising from the Minutes:
• 5 Star Doctor Award 2010: Tony Mathie reported. The council in Cancun agreed that none of the three nominated candidates met the criteria of the 5 Star Award.
The new nominating committee for the 5 Star Doctor Award 2011 was appointed: Tony Mathie (chair), Tina Eriksson, Sam Everington, Ilse Hellman and Jose Miguel Bueno Ortiz.
The nominating committee will stress the importance of excellence and innovation in practice work, when inviting nominations for 2011 award in Warszawa.

9. President’s Report

Tony Mathie gave a short report.

10. Honorary Treasurer’s Report

Tony Mathie, past Hon. Treasurer, presented his report on the first 6 month of 2010 (attached).

11. Reports from the Network Organisations

• European General Practice Research Network (EGPRN)
The report was given by Mehmet Ungan.
• European Academy of Teachers in General Practice (EURACT)
The report was given by Janko Kersnik.
• European Association for Quality in General Practice /Family Medicine (EQuiP)
The report was given by Tina Eriksson.
• EURIPA report was accepted.
• EUROPREV report was accepted.
• VDGM report was accepted.

12. Reports from the WESIGS

• ESPCG report was accepted.
• IPCRG report was accepted.
• EPCCS reported.
• GRIN report was accepted. The issue of the endorsement of the Position Paper (The Role of Primary Care in Influenza Epidemics and Pandemics position paper – item 16 on the agenda) was raised. After certain doubts from the council members it was decided that GRIN should take these remarks into account and bring the paper to Warsaw for the endorsement of Wonca Europe.

13. Evaluation Report Wonca World Bursaries Cancun

Tony Mathie reported. We received warm responses from the bursary winners. We’ll set up the bursary program again for Prague 2013.

14. European Journal of General Practice

Jelle Stoffers reported. What has to be done in the near future was presented:
• Contact non English European journals for GP on collaboration on ‘double publication’ (to increase input).
• To continue communication with the publisher (Informa): on the Journal’s website, on the Journal’s lay‐out, on marketing of the Journal and on subscriptions.
• Editorial discussion on 1 extra Editor (the ideal profile would be: female, West‐Mediterranean (or Scandinavian), qualitative research);
• Editorial discussion on Series for 2011; authors to be invited.

15. Wonca Europe/Wonca World Matters

• Wonca CEO and Wonca Secretariat: Tony Mathie reported. There has been no official call for bids yet. We have been informed that RCGP and two professional organizations from Geneva are interested to host the WW secretariat after Singapore.

16. Position Paper: The Role of Primary Care in Influenza Epidemics and Pandemics

The issue was discussed under GRIN report.

17. Heart Failure Association – Proposal on Collaboration

The subject was fully discussed. One of the first questions was where the money, needed for the project, would come from. Council is very sensitive for activities based on money from the Pharmaceutical industry. As no one from the EPCCS was present, the answer was left unanswered.
A debate on the concept of WESIG’s as such was started. It was questioned whether it was not contradictory to the concept of a generalist. When asked for their opinion quite some Council members indicated that they would not approve the project if put to voting. The president subsequently had to conclude that there was no approval for the project.
Decision:
• a project proposal will only be put to Council if one of the persons involved is present to answer questions
• the concept of WESIG’s has to be explained again, and we will add that info to each new proposal, so new Council members can understand the concept and the important role we envision within the Wonca Europe structure

18. Other Collaborations (UEMO and EFPC).

Future cooperation will be discussed during the joint meeting in Malaga with liaisons from both organizations (Nena Kopcavar Gucek for UEMO and Diederik Aarendonk for EFPC).

20. Bid for Wonca Europe Conference in 2014

Joao Sequeira Carlos presented the Portuguese bid to host the Wonca Europe 2014 conference (2 – 5 July 2014). The council accepted it by applause.

21. Projects and problems for the National Society of Family Medicine in Romania

Narcisa Rodica Tanasescu presented the situation in Romania. The council showed great concern for many problems they face. Two proposals to help them develop an action plan were presented:
• Tony Mathie can visit Romania in the beginning of 2011
• WE Executive Board could have its summer meeting in 2011 in Romania

22. Review of the European Definition

Ernesto Mola invited the council to consider patient empowerment and self management education as essential characteristics of general practice.
A working group will be appointed to include the appropriate statements into the definitions and to do a re‐reading of the whole definitions. The council members were invited to join Giorgio Visentin. Tina Eriksson will represent Executive Board.

23. Website Plan

Council members were invited to participate in a new working group. Anybody interested should contact Carl Steylaerts.

24. Anniversary Fund

Tony Mathie announced the intention to establish the Anniversary Fund of 100.000 USD to support larger significant project, for a longer period (2‐3 years).

25. Wonca Europe Policy (EURACT‐EGPRN / future EB)

Two issues were discussed:
‐ Relationship between the individual members of networks and the Colleges. This is a matter of the Colleges.
‐ Composition of the Executive Board in future: It was decided to discuss this issue during the Wonca Europe Open Meeting. The council members were invited to join Egle Zebiene and Joao Sequeira Carlos in a special group to prepare a proposal, how to manage Wonca Europe in future and how to change the way the Executive Board is structured and elected.

26. Any other Business

Spanish colleagues presented a joint statement by semFYC and Wonca. It was decided that a slightly different document will be prepared. It will be also discussed with UEMO during our meeting in Malaga. The final version of the declaration will be released just before the closing ceremony.
French colleagues announced that next year France will present an official bid to host the Wonca Europe 2015 conference.
