The aim of this article was to propose a reflection about integration of healthcare services, research and teaching based on the permanent education network deployment as a pillar for the network integration in the coordination of primary health care (section 2.2), to improve the provision of primary health care and patient safety and, bring impact on the health system. In Latin America, the change of health systems is boosting the reform in universities, and the process of political and administrative decentralization. The country spans the epidemiological and demographic transition, living with problems such as tuberculosis and chronic conditions associated with congenital syphilis. In Brazil, with the creation of the health care system and implementation of the organizational model of the family health strategy, responsible for primary care, more than half of the Brazilian population is covered. Greater investment is required in specialized training to primary care, and the City Manager in conjunction with the training structures in the past two years, has created more than 100 vacancies in the residency program in family and community medicine, increasing the qualification of medical work. The inductive policy aimed at integrating teaching and research, using the face of healthcare outreach as a pedagogical resource, and both seek knowledge.
Methods: the following steps were fundamental for the structuring and consolidation of teaching network-research and service: sensitization of managers, presentation of practical scenarios for the University (service, space needs, timetables and technologies for adaptation activities) for a working knowledge of and assistance; funding profile for the formation of local councils, unification of the centre of studies and other organizational structures of regional instance, University and the Board of health, and conducting weekly discussion wheels with teams of health services.
Results: In the period from May to December 2013, 546 were held discussion with 16 wheels teams; construction of interlocutor spaces of services, managers and users, all units have deployed local councils, an increase of 100% for research in primary care; increase of traineeships of nursing, dentistry and medicine.
Conclusions: It is an ongoing process, requires involvement of the participants, through the movement of permanent education, curricular reform and transformation of services in a teaching-learning scenario.
